In late March 2026 the cabinet tasked film director Asim Shah, as political advisor to the PM, with preparing a discussion paper on constitutional amendments. According to The Statesman he is an RSP proportional-representation lawmaker; Nepal News says he helped broker the alliance between PM Shah and RSP.

Legal and political circles questioned whether someone without a legal or constitutional background should lead such a critical initiative.

Response from those concerned

The PM’s Office said the task force will include legal secretaries from the PMO, consult all parties and experts, and will not itself amend the constitution — it will only gather views and draft a discussion paper.
