In early July 2026, Culture and Tourism Minister Khadkaraj Paudel appointed Tirtha Shrestha, from the minister’s hometown of Pokhara, as member-secretary of the Pashupati Area Development Trust. Heritage experts questioned his lack of experience managing a World Heritage site. Meena Kumari Shrestha, appointed treasurer of the trust at the same time, was also criticised for lacking relevant expertise.
