Did the NHRC find Rabi Lamichhane guilty?

Short answer: No. The National Human Rights Commission named only three people as human rights violators — KP Sharma Oli, Ramesh Lekhak and Prithvi Subba Gurung. Rabi Lamichhane was placed on a list for “further investigation”.

What does the report say about Lamichhane?

It recommends further investigation under Section 49 of the Prison Act into his leaving Nakkhu prison on 9 September and whether he played a role in other inmates — including from juvenile facilities — getting out.

Who else is on the further-investigation list?

• 17 RSP lawmakers and officials (including Sudan Gurung, Manish Jha and Deepak Bohara) — over whether their statements and posts incited violence.
• Karki Commission chair Gauri Bahadur Karki and former interim PM Sushila Karki — over public statements.
• Some officers of the Police, APF and NID.

Verdict: Misleading

Presenting a “recommendation for further investigation” as a “finding of guilt” is misleading. Equally, saying “the report cleared Lamichhane” would be wrong — it asks for an investigation.
